From October 6 to October 12, 2024, Professor Juei-Cheng Jao, Dean of our college, led a delegation to visit the University of Law, Vietnam National University, Hanoi, Vietnam Maritime University, and the Faculty of Law, Universiti Malaya, Malaysia. During the visit, the delegation attended a seminar on legal education co-hosted by the Asian Law School Association and the Faculty of Law, Universiti Malaya. Professor Yachi Chiang from the College of Ocean Law and Policy and Research Fellow Kevin Chang from the Centre for International Maritime Law & Policy also participated in the visit.
The Vietnam National University (Vietnamese: Đại học Quốc gia Hà Nội) is the top-ranked university in Vietnam, located in the capital Hanoi. It has six affiliated universities, including the University of Law, which has a long-standing focus on maritime law. The university also has Center for Law of the Sea and International Maritime Law, which is dedicated to training professionals in this field. The Universiti of Malaya, ranked 65th in the QS World University Rankings in 2024, is a world-class higher education institution. Vietnam Maritime University is also a sister school of ours and plays a significant role in the country's maritime education system. Its Faculty of Navigation has a Department of Maritime Law, which focuses on teaching and research in maritime law.
During the visit, discussions with the various universities focused on cooperation projects, including student exchange programs, hosting visiting scholars, and joint research initiatives. At the Vietnam National University, the delegation was warmly received by President Nguyen Trong Diep, Vice President Nguyen Hoang Anh, and the Dean of the International Law School, Nguyen Thi Xuan Son. The visit successfully resulted in a Memorandum of Understanding (MOU) signed with the university’s Center for Law of the Sea and International Maritime Law. The university also expressed strong interest in hosting the 10th International Conference on Ocean Law and Policy in the future, which aligns with our college’s recent efforts in International Conference on Ocean Law and Policy to organize the "International Forum for Ocean Law & Policy" through collaboration with leading academic institutions from various countries. This forum, held annually, aims to increase the international visibility of our college, promote the importance of ocean law and policy, and provide timely solutions for governments dealing with maritime affairs, thus reinforcing our college’s image as a "leader in ocean law and policy."
At Vietnam Maritime University, the delegation was warmly received by Nguyen Manh Cuong, Dean of the Faculty of Navigation. During the meeting, both parties discussed and drafted a Memorandum of Understanding (MOU) on the cooperation topics, laying the foundation for future in-depth collaboration. Furthermore, at the Universiti of Malaya, the delegation was received by Dean Jason Chuah. In addition to signing a Letter of Intent, both universities further deepened their partnership, with our college planning to continue collaborating with the university on this initiative. At the Faculty of Law, Universiti of Malaya, they also participated in a seminar co-hosted by the Faculty and the Asian Law School Association, with the theme "Emerging Challenges and Opportunities for Legal Education and Training." This seminar fostered interdisciplinary dialogue and collaboration, providing a platform for participants to share research, experiences, and innovative ideas, shaping the future of legal education.
During this exchange, Dean Juei-Cheng Jao also discussed the impact of artificial intelligence on ocean law with the participating institutions. Through a presentation, he shared our college’s recent research findings in this field, especially regarding the development of Taiwan's Ocean Artificial Intelligence Law Draft. The research team has established a legal framework and explored how to regulate the application of artificial intelligence in the maritime sector. This research has the potential to bring value and influence across both scientific and human-social domains.
