Ocean University held the Ocean Law and Policy Forum on January 10th
Judge Gao Zhiguo believes that the establishment of the Ocean Commission in Taiwan is the leading cross-strait practice.
The "2019 Ocean Law and Policy Forum" was held on January 10th in the second lecture hall on the second floor of the Administration Building of the National Taiwan Ocean University. It invited experts and scholars from relevant fields in the cross-strait to discuss and exchange, and to explore in depth the development of marine resources and disputes over the sea. Establish a reference for relevant marine policies.
Lin Chengyuan, dean of the School of Marine Law and Policy at Haida University, said that issues such as marine resource conservation, fisheries, and maritime security are currently the international issues of concern. This forum specifically addresses these topics, and invites experts and scholars on both sides to conduct special reports and discussions. By taking the approach of the mirror case, we put forward forward-looking suggestions and play the role of the government think tank.
A researcher from the Institute of Marine Development Strategy of the State Oceanic Administration and a judge of the United Nations International Ocean Court High Country said that although the mainland had proposed the establishment of a marine committee, it has not been implemented. It is worthwhile for Taiwan to establish the Ocean Affairs Commission and strengthen ocean governance. The mainland follows the example, but the laws related to the oceans on both sides of the strait lack the upper-level law and even the constitutional formulation. This is the direction in which both sides of the strait must work harder.
The forum was sponsored by the School of Marine Law and Policy of National Taiwan Ocean University and co-organized by the Institute of International Law of the Republic of China. Professor Shen Peiyu from the Department of Marine Law and Policy, Ocean University, and Li Guotian, Professor of Environmental Biology and Fisheries Science, Ocean University, and the Institute of Advanced Studies Researcher Song Yanhui, chair of the Institute, conducted in-depth discussions on three major issues such as "Marine Resource Conservation", "Prevention and Control of Fisheries Issues" and "Marine Safety Issues". Associate Professor Hong Sizhu from the Institute of Marine Law of Haida University talked about "The Convention on Biological Diversity in the Oceans "The Role of Resource Conservation", Assistant Professor Lin Xingru of the Institute of Finance and Economics of Fengjia University, "Comparative Study on the Legal System of Foreign Fisheries Practitioners in Marine Fisheries Governance - Exploring the Leveling and Internalization of International Fishing Labor Protection Standards Wang Zelin, Associate Professor of Law School of Northwest University of Political Science and Law, conducted an analysis of the development trend of cross-strait fishery cooperation, and Cai Peilun, Assistant Professor of Ocean Policy Research Institute, Ocean University, introduced "Marine Environmental Crime and Enforcement Action" and Researcher Li Mingjie, Institute of Marine Development Strategy Analysis of "the problems involved in the passage of US warships across the Taiwan Strait."
