4. Project Overview

To implement the Ocean Basic Act and realize the vision of a marine-oriented nation as outlined in Chapter 8, Section 3 of the 2020 National Ocean Policy White Paper, the National Academy of Marine Research aims to guide collaboration among industry, government, academia, and research institutions in promoting marine technology development. By aligning with global trends and key topics in marine scientific research, National Academy of Marine Research has formulated a national-level marine science and technology policy framework. This framework serves as a foundation for advancing Taiwan's marine science and technology policies and establishing a reference for future research and development funding allocations

In 2021, National Academy of Marine Research commissioned National Sun Yat-sen University to execute the Marine Science and Technology Policy and Action Strategy Promotion Project, which resulted in the development of nine strategic initiatives and 33 action plans. Under this policy framework, further refinements and adjustments were necessary to transform these strategies into concrete action plans for relevant agencies. These action plans required extensive input from stakeholders, setting mid-to-long-term development goals, facilitating cross-sectoral and interagency communication, and securing external resources. Through policy guidance and resource allocation, the goal is to accelerate Taiwan’s marine technology policy implementation, foster strategic development, and strengthen connections with the marine industry.

Using the previously developed nine strategic initiatives and 33 action plans as a foundation, the project team conducted a comprehensive review of 11 government departments and 27 policy reports, categorizing them according to the nine strategic initiatives for comparative analysis. Additionally, 29 key decision-makers and representatives from industry, government, academia, and research were interviewed to gather insights for drafting the subsequent action plans. To refine and finalize the action plans, the team hosted 1 symposium, 2 strategy meetings, and 1 consensus-building conference.

Through expert discussions and four rounds of iterative modifications, a consensus draft of the action plans was completed. The action plans were structured based on short-term (1 year), mid-term (1–5 years), and long-term (5+ years) goals. With agreements reached among relevant marine-related agencies, a total of 143 action plans were developed. These plans will serve as Taiwan's roadmap for marine science and technology policy implementation, guiding governmental initiatives, securing resources for marine technology development, and enhancing Taiwan’s marine policy capabilities.
